Background

The USAID-funded project Service Efficiency and Effectiveness for Vulnerable Children and Adolescents (SEEVCA) is a partnership between the Government of the Republic of Zambia (GRZ), United Nations Childrens Fund (UNICEF), and the United States Agency for International Development (USAID). The goal of the program is to support the development of a national GRZ child and family welfare system, with increased access to a core package of services including social cash transfers (SCTs), preventative services, and improved case management capacity for vulnerable children and adolescents (VCA) and their families[1]. SEEVCA is being implemented over 5 years, initially focusing on 15 districts in the Copperbelt and Lusaka provinces. These provinces represent about 34% of Zambias population, are primarily urban, and have a high burden of HIV. Drawing on a growing body of evidence on the effectiveness of social protection interventions in improving the status of childrens wellbeing, the SEEVCA project will focus on strengthening government systems for cross-sectoral and integrated case management for enhanced cash plus care services. The intended outcome of the project is better access to basic social services for improved child well-being in Lusaka and Copperbelt provinces[2].

Objectives / Target

The purpose of this consultancy is to provide an appraisal of the availability, scope, reach, quality and goals of care services for VCA within the 15 districts of the Copperbelt and Lusaka provinces.
